practice in this important institution. It is a pleasure to be here at the Newseum.
This institution is a monument to some of our most precious freedoms and I appreciate the opportunity to speak
on the way these freedoms apply to the challenges of the XXI century.
Although I can not see them all because in scenarios like this gives me light in your eyes and you
left in the dark, but I know there here many friends and former colleagues. I wish to acknowledge

Although this is an important speech on an important issue, I would like to speak briefly before
on Haiti. During the past eight days, the people of Haiti and the people around the world have

In the past year has seen an increase in threats against the free flow of information. China,
Tunisia, and Uzbekistan have increased their Internet censorship. In Vietnam, access to sites
popular social networks has suddenly disappeared, and last Friday in Egypt, 30 and

transforming our world is not yet clear how this transformation will affect
human rights and welfare of much of the world population.
By themselves, these technologies do not become part of anyone in the fight for freedom and progress, but the U.S.
does. We are part of a unique Internet all mankind
have access to knowledge and ideas. We recognize that the world's information infrastructure
made from what we and others do it. The challenge we face may be new,
but our responsibility to help ensure the free exchange of ideas, data from the
birth of our republic. The words of the First Amendment of the Constitution are engraved
in 50 tons of Tennessee marble on the facade of this building and all
generations of Americans have worked to protect the values \u200b\u200brecorded on the stone.
Franklin Roosevelt relied on these ideas when he delivered the speech of the Four Freedoms in
1941. At that time, Americans were faced with a variety of crisis and a crisis of confidence
. But the vision of a world in which people enjoy freedom of speech, freedom
of worship, freedom to do what you want and freedom from fear
transcend the problems of the time. Years then one of my heroes, Eleanor Roosevelt worked for these
principles adopted as the cornerstone of the Universal Declaration of Human Rights.

As technology advances, we must reflect on that legacy. We have to synchronize our
technological progress with our principles. Nobel Prize acceptance

Today there is an urgent need to protect those liberties in the digital century.
There are many other networks around the world. Some help in the movement of people and resources, and
some facilitate exchanges between individuals with the same job or interests, but the Internet is a network
multiplies the power and potential of all others and that is why we think
is critical that users are assured to enjoy certain basic freedoms.
The first of these freedoms is freedom of expression. This freedom is no longer defined solely by the possibility that
residents can go to town square and criticize their government without fear of retaliation has

forums to exchange ideas and have created new targets for censorship.
As I speak to you now, the censors of some governments are working zealously to clear

Some countries have established electronic barriers that prevent their people from accessing portions of

As in the past dictatorships, governments aim
independent thinkers who use these tools. In the demonstrations that followed the presidential elections in Iran
, grainy images of a mobile phone footage of the bloody murder of a young
, provided a digital indictment of the brutality of the government. We have seen reports that
when Iranians living abroad write Online comments that criticize his government
leaders, members of their families in Iran are reprisals. Despite the intensive campaign of government intimidation
, brave citizen journalists continue to use technology in
Iran to show the world and their fellow citizens what is happening in their country. Speaking on behalf of their own
human rights, the Iranian people has inspired the world and its value is
redefining the way technology is used to disseminate the truth and expose injustice.
However, all societies recognize that freedom of speech has its limits. We do not tolerate
those who incite others to violence, such as the agents of Al Qaeda, which now
are using the Internet to encourage the mass murder of innocent people worldwide.
The words of hate aimed at individuals because of their race, religion, ethnicity, sexual orientation or gender
are reprehensible. It is an unfortunate fact that these issues are
growing challenges that the international community must confront together. We must also address the issue of expressions
anonymous. Those who use the Internet to recruit terrorists or distribute stolen intellectual property
can not separate their online activities of their identities
in the real world. However, these challenges should not become an excuse for governments
systematically violate the rights and privacy of those using the Internet for political
peaceful purposes.
Freedom of expression can be the most obvious freedom to face challenges
dissemination of new technologies, but it is not unique. Religious freedom usually involves the rights of individuals

However, some nations have chosen the Internet as a tool against people of faith and

In our world, as I have said repeatedly, talent

- in countries where people lack access to knowledge, markets, capital and
opportunity - can be frustrating and sometimes futile work. In this context,
Internet can serve as a great leveler. By providing people with access to knowledge and potential markets
, networks can create opportunities where none exists.
Throughout the past year, I witnessed this directly. In Kenya, where
farmers have seen their income up 30 percent since they started to use mobile banking technology
. In Bangladesh, where more than 300,000 people signed up to learn English in their
cell phones. And in Africa, where women entrepreneurs use the Internet to gain access to microloans
and bind themselves to international markets.
Now, these examples of progress can be replicated in the lives of thousands of millions of people
at the bottom of the economy world. In many cases, Internet, cell phones and other communication technologies
can do for economic growth which

Currently, we have every reason to be hopeful about what people can achieve when used
networks and communication technology to achieve progress. But make no mistake, some
used and continue to use the global information networks for darker purposes. The
violent extremists, criminal cartels, sexual offenders and authoritarian governments seeking
take advantage of these global networks. Just as terrorists have taken advantage of the openness of our societies
to carry out their plots, violent extremists use the Internet to radicalize and
intimidated. As we work to improve the freedoms we
also work against those who use communication networks as tools of disorder and fear.
Governments and citizens must be confident that the networks are at the heart of
national security and economic prosperity are safe and durable. Now, this is only about hackers
insignificant change web sites. Our ability to use online banking
, to use electronic commerce and protect billions of dollars in intellectual property
is completely at risk if we can not trust the security of our networks

Interruptions in these systems require a response coordinated by all governments,
the private sector and international community. We need more tools to help
enforcement agencies to cooperate with law jurisdictions when
hackers and organized crime groups attacking networks for financial gain. The same is true
when social ills such as child pornography and the exploitation of trafficking in women and girls online
there for the world to see, and those who abuse these people for a profit
. We welcome initiatives such as the Council of Europe Convention on Cybercrime to
, which facilitates cooperation international judge these crimes, so we want to redouble our efforts
.
We have taken measures such as government and Department
to find diplomatic solutions to strengthen the global computer security. We have many people in the Department of State
working in this. They have joined two years ago and created an office to coordinate foreign policy
cyberspace. We have worked to address this challenge

help you work even more closely to ensure that all networks remain free, secure and reliable

protect our networks. Those who disrupt the free flow of information in our society or elsewhere
pose a threat to our economy, our government and civil society
. Countries or individuals involved in computer attacks should face the consequences
and international condemnation. In an interconnected world through the Internet, an attack on a nation
networks could be an attack against all. And to reinforce that message, we can create
standards of conduct among states and encourage respect for world communities
linked by networks.
The ultimate freedom, which was probably inherent in what President Roosevelt and Mrs. Roosevelt
thought and wrote many years ago, comes from the four that I mentioned: the freedom to connect
- the idea that governments should prevent people from connecting to
Internet, web sites, or each other. The freedom to connect is as freedom Partnership

The freedom to connect to these technologies can help transform societies, but also
is crucial for individuals. I recently moved the story of a doctor - and do not say what country

. We are a nation of immigrants from all countries and
ranging interests across the globe. Our foreign policy is based on the idea that the United
benefits greatly when there is cooperation between people and states and has a very heavy burden on himself
when conflict or misunderstanding separates the nations.
We are well placed to take advantage of opportunities that come with interconnectivity. And
place of origin of many of these technologies, including the Internet itself, we
responsibility to see that they are use for good.
To do so, we must develop our capacity for what we call in the Department of State
XXI century diplomacy.

programs to allow access to unfiltered information on mobile phones and to assist NGOs
to protect their information and communications against cyber attacks. We are taking
what people in the technology community call an angel investor approach, the

unfettered access to information, insurance, for a greater number of people in a greater number of places

We put these tools in the hands of people who use them to advance democracy and human rights
, combating climate change and epidemics, build global support for

create a mobile phone application that allows people to evaluate government ministries
their sensitivity, efficiency and expose and denounce corruption.
The equipment needed to make this idea work is already in the hands of thousands of millions of potential users
. And it would be relatively inexpensive to develop and implement
the necessary computer programs. If people took advantage of this instrument, help us focus our
foreign aid spending, improve lives and encourage foreign investment in countries with governments
responsible. However, at this time, mobile application developers have not
financial assistance for this project on their own account and the State Department
lacks a mechanism for that to happen.
This initiative should help solve that problem, and produce long-term dividends
modest investments in innovation. We will work with experts to find the best
structure for this company, and need the talent and resources of technology companies and organizations
nonprofit for best results.
Therefore, all of you here in this room who have this talent, please consider yourselves invited to help
.
Meanwhile, there are companies, individuals and institutions working on ideas and applications that could advance our goals
diplomatic and development. And the Department of State will begin competition
innovation to give this work an immediate boost.

These new initiatives will supplement greatly the important work we have done this
last year. In the service of our diplomatic goals and diplomacy, I have assembled a talented and experienced team
to direct our efforts in the XXI century diplomacy.
This team has traveled the world helping governments and groups to use effectively the benefits of technology
connection. The team has established a Civil Society initiative to help 2.0
based organizations to enter the digital age. They are installing a program in Mexico to help combat
drug-related violence and allowing people to submit reports to
trusted sources without revealing the identity of the informant, to avoid being victims of compensation.
have introduced mobile banking operations in Afghanistan and currently being made by the management in the Democratic Republic
Congo. In Pakistan, created the first mobile network, called Nuestra Voz,
which has produced tens of millions of messages and has connected young Pakistanis want
tackle violent extremism.
In a short period of time, we have made significant progress in translating the promise of these technologies
results that make a difference. But there is still much more to do. And
work with the private sector and foreign governments to bring to use the tools of statecraft
XXI century, we must remember our shared responsibility to safeguard the freedoms

that violate the basic rights of Internet users risk isolation from the progress of the next century
. However, the United States and China have different views on this issue, and we
we will address these differences in a frank and consistent, within the context of our
positive, cooperative and comprehensive.
But ultimately, this issue is not just about freedom of information.
has to do with the kind of world we want to have and the type of world we live. It has to do with whether
live on a planet with an Internet, a global community and a common set of
knowledge that benefits us and all, or in a fragmented world in which access to information and opportunities
depends on where you live and the whims of the censors.
Freedom of information supports peace and security they provide the foundation for global
progress. Historically, asymmetric access to information is one of the main causes of conflict between states
. When faced with serious disputes or dangerous incidents,
is critical that people on both sides of the issue have access to the same facts and opinions
.
Today, Americans may consider information submitted by governments foreign
. We do not block their attempts to communicate with the American people.
But citizens and societies that practice censorship lack of exposure to external
opinions. In North Korea, for example, the government has tried to completely isolate their citizens
views external. This unequal access to information increases the likelihood of conflict
and the likelihood that minor disagreements could escalate.
I hope so in that responsible governments with an interest in global stability
work with us to address these imbalances.
For companies, this issue has to do more than state that they are morally right. In

consumers want to trust that the Internet companies that depend on them
offer the full results of their searches and act as responsible stewards your personal information.

No company should accept any form of censorship of anything. And in the United States,
U.S. companies need to adopt a principled position. This should be part of our national brand
. I have confidence that consumers around the world offset

We are infusing new vigor the Panel of Global Internet Freedom as a forum to address the threats
Internet freedom around the world, and urge companies
U.S. media to take a proactive role in
challenging demands of foreign governments censorship and surveillance. The private sector shares responsibility for

this freedom, they should consider what is right, not simply what a gain quick

mechanisms to promote accountability and real transparency. As part of our commitment to support
responsible participation of the private sector in terms

co-chaired by the secretaries Robert Hormats and Maria Otero, in order to gather signatures
provide network services and talk about Internet freedom, because we want to have a partnership to address this challenge

I consider to look for the freedoms we've talked about today is right. But I think it's smart
also do so. By advancing this agenda, we align our principles, our
economic goals and our strategic priorities. We have to work for a world in which the
access to networks and the information serves to unite more people and expand the definition of
global community. Given the magnitude of challenges before us, it is necessary that everyone

, defeat violent extremism and build a future in which every human being can remain faithful

have access to knowledge and ideas. We recognize that the world's information infrastructure
made from what we and others do it. The challenge we face may be new,
but our responsibility to help ensure the free exchange of ideas, data from the
birth of our republic. The words of the First Amendment of the Constitution are engraved
in 50 tons of Tennessee marble on the facade of this building and all
generations of Americans have worked to protect the values \u200b\u200brecorded on the stone.
Franklin Roosevelt relied on these ideas when he delivered the speech of the Four Freedoms in
1941. At that time, Americans were faced with a variety of crisis and a crisis of confidence
. But the vision of a world in which people enjoy freedom of speech, freedom
of worship, freedom to do what you want and freedom from fear
transcend the problems of the time. Years then one of my heroes, Eleanor Roosevelt worked for these
principles adopted as the cornerstone of the Universal Declaration of Human Rights.

is critical that users are assured to enjoy certain basic freedoms.
The first of these freedoms is freedom of expression. This freedom is no longer defined solely by the possibility that

leaders, members of their families in Iran are reprisals. Despite the intensive campaign of government intimidation
, brave citizen journalists continue to use technology in
Iran to show the world and their fellow citizens what is happening in their country. Speaking on behalf of their own
human rights, the Iranian people has inspired the world and its value is
redefining the way technology is used to disseminate the truth and expose injustice.
However, all societies recognize that freedom of speech has its limits. We do not tolerate
those who incite others to violence, such as the agents of Al Qaeda, which now
are using the Internet to encourage the mass murder of innocent people worldwide.
The words of hate aimed at individuals because of their race, religion, ethnicity, sexual orientation or gender
are reprehensible. It is an unfortunate fact that these issues are
growing challenges that the international community must confront together. We must also address the issue of expressions
anonymous. Those who use the Internet to recruit terrorists or distribute stolen intellectual property
can not separate their online activities of their identities
in the real world. However, these challenges should not become an excuse for governments
systematically violate the rights and privacy of those using the Internet for political
peaceful purposes.
Freedom of expression can be the most obvious freedom to face challenges

Throughout the past year, I witnessed this directly. In Kenya, where
farmers have seen their income up 30 percent since they started to use mobile banking technology
. In Bangladesh, where more than 300,000 people signed up to learn English in their
cell phones. And in Africa, where women entrepreneurs use the Internet to gain access to microloans
and bind themselves to international markets.
Now, these examples of progress can be replicated in the lives of thousands of millions of people
at the bottom of the economy world. In many cases, Internet, cell phones and other communication technologies
can do for economic growth which

violent extremists, criminal cartels, sexual offenders and authoritarian governments seeking
take advantage of these global networks. Just as terrorists have taken advantage of the openness of our societies
to carry out their plots, violent extremists use the Internet to radicalize and
intimidated. As we work to improve the freedoms we
also work against those who use communication networks as tools of disorder and fear.
Governments and citizens must be confident that the networks are at the heart of
national security and economic prosperity are safe and durable. Now, this is only about hackers

, to use electronic commerce and protect billions of dollars in intellectual property
is completely at risk if we can not trust the security of our networks

Interruptions in these systems require a response coordinated by all governments,

Meanwhile, there are companies, individuals and institutions working on ideas and applications that could advance our goals

This team has traveled the world helping governments and groups to use effectively the benefits of technology
connection. The team has established a Civil Society initiative to help 2.0
based organizations to enter the digital age. They are installing a program in Mexico to help combat
drug-related violence and allowing people to submit reports to
trusted sources without revealing the identity of the informant, to avoid being victims of compensation.
have introduced mobile banking operations in Afghanistan and currently being made by the management in the Democratic Republic
Congo. In Pakistan, created the first mobile network, called Nuestra Voz,
which has produced tens of millions of messages and has connected young Pakistanis want

progress. Historically, asymmetric access to information is one of the main causes of conflict between states
. When faced with serious disputes or dangerous incidents,
is critical that people on both sides of the issue have access to the same facts and opinions
.
Today, Americans may consider information submitted by governments foreign
. We do not block their attempts to communicate with the American people.
But citizens and societies that practice censorship lack of exposure to external
